FEMA Endangered Species Act (ESA) Requirements: Any construction or development occurring within a FEMA Special Flood Hazard Area (SFHA) shall require a report demonstrating “no adverse effect” to ESA listed species. Please reference https://www.fema.gov/national-flood-insurance-program-endangered-species-act
The project must include documentation of compliance with the Biological Opinion for National Flood Insurance Program in Puget Sound. Documentation of an Endangered Species Act Section 7 consultation concurrence with NOAA Fisheries, or documentation of a biological assessment from the U.S. Army Corps of Engineers must accompany any submittal for a Bainbridge Island building permit.
A City of Bainbridge Island Building Permit shall be required for the work proposed. If any land use or shoreline permit is required, a COBI Building Permit application may be filed after land use approval. Concurrent building permit review is subject to prior approval by the Building Official.
